In the INSPIRE registry and registers workshop on 22-23/1/2014 in Ispra it was decided to create a MIG sub-group to deal with registry and register-related issues. The sub-group should have the following tasks:

  • Provide requirements and set priorities for the development of INSPIRE registry and underlying Re3gistry software
  • Test new releases of mainly the service (and possibly the software) and provide feedback
  • Help to develop Technical Guidelines and Best Practices for both registries and registers
  • Participate in technical discussions on implementation issues
  • Participate in test-bed development for connecting national registries to the central INSPIRE registry, where Bulgaria, France, Germany, the Netherlands, Slovakia and the United Kingdom have already expressed an interest to participate
  • Define metadata for registries and registers
  • Define procedures and decision-making rules for a control body for the INSPIRE Registry (with the possibility to form a separate sub-group if needed)

The main outputs of the sub-group will be:

  • Roadmap for INSPIRE Registry development
  • Updated version of the central INSPIRE registry
  • Technical Guidelines on how to set up registries and registers for INSPIRE (including connecting to the central INSPIRE registry), covering topics such as versioning, http URIs (while interacting with groups working on this topic elsewhere in the MIF)
  • Testing instances of the INSPIRE registry deployed in different participants’ organisations

Registry experts (from the pool of experts and other interested parties) should be nominated by the MIG representatives.

As discussed in recent MIG-T meetings, the basis for setting up temporary sub-groups should always be terms of reference adopted by one of the permanent MIG sub-groups. Please find attached the proposed terms of reference for the registers and registries sub-group - based on the recently created ToR template.

Please add your comments to these ToR here until 22 August. I would like to discuss any comments submitted and endorse the final version of the ToR in the next MIG-T virtual meeting on 25 August.

Please find my remarks in the attached file (a .doc file as .docx revision management is not fully interoperable with LibreOffice).
The most important is the demand to define the perimeter of the registers under the scope of the sub-group.

I have updated the ToR based on Marc's comments and adapted it to the updated ToR template. The main change is in Article 2, which now reads:

Article 2
Scope, tasks and outcomes

  1. The tasks of the temporary sub-group shall be:
    1. Provide requirements and set priorities for the development of INSPIRE registry and underlying Re3gistry software
    2. Test new releases of the central INSPIRE registry service and the underlying software and provide feedback
    3. Develop Technical Guidelines and Best Practices for both registries and registers, including registry federations connecting the central INSPIRE registry and national registries. These guidelines shall at least address the following issues
      1. architecture for a registry federation
      2. operational procedures for exchanging information between the central and the national registers
      3. exchange formats
      4. APIs
      5. Metadata for registries and registers
    4. Participate in a test-bed for connecting national registries to the central INSPIRE registry
    5. Participate in technical discussions on implementation issues
    6. Define procedures and decision-making rules for a control body for the INSPIRE Registry (with the possibility to form a separate sub-group if needed)
  2. The temporary sub-group shall produce the following outcomes / deliverables:
    1. a roadmap for INSPIRE Registry development
    2. updated versions of the central INSPIRE registry
    3. Technical Guidelines on how to set up registries and registers for INSPIRE (including connecting to the central INSPIRE registry), covering topics such as versioning, http URIs (while interacting with groups working on this topic elsewhere in the MIF)
    4. a test-bed for connecting national registries to the central INSPIRE registry including test instances of national INSPIRE registries deployed in different participants’ organisations
  3. The scope of the work of the sub-group shall be to limited to the registers currently included in the central INSPIRE registry, in particular for code lists, themes, application schemas and feature concepts. The scope shall include the linking of national and community-specific extensions to the central INSPIRE registers.

As agreed in the last MIG-T web-conference, I would now consider the ToR final and would therefore like to ask you to nominate experts until 15 October.

If you have already nominated experts earlier this year (Martin, Marc, Marcus, Zhenya, Anders) please shortly confirm this nomination.

I will also contact the register experts in the pool of experts and ask them to apply for the sub-group.

Dear Michael and all,

attached please some minor editorial ToR updates and one
proposal to add point related to exchange of decision-making/governance models
from the national/community-specific registries and registers.

We're aware, this can be country domain specific topic, but exchanging simple overview about the practice,
(where available) could help to properly design/update the interaction with the stakeholders, share good practices and avoid mistakes. At least for us at this moment there is limited information about the way, how registry/registers control/management bodies established/implemented these procedures.

Hope it can be relevant also for other countries/communities.
