Description

Issue:

  • A number of issues has been raised for the Metadata TG (e.g. issues concerning the metadata element useLimitation) that have not been fixed with the last update of the Metadata TG.
  • The guidelines for metadata for interoperability (aka metadata for evaluation and use) are currently contained in the data specifications rather than integrated in the Metadata TG.
  • The quality of the metadata harvested by the INSPIRE geoportal from the national discovery services is often quite poor, even if they are formally meeting the requirements of the metadata IRs.
  • The revised versions of the ISO standards on metadata needs to be addressed to give security in planning. Many implementations are based on the existing standards. Re-building these implementations would develop an enormous amount of investment.
  • It should be analysed how metadata, that are created now with large effort, can be used for more use cases than just the search for geodata and the allocation of information.

Proposed change or action:

  • Fix the remaining issues that has been raised. Update the Metadata TG accordingly.
  • Integrate metadata for interoperability into the Metadata TG.
  • Explain in the Metadata TG whether/how to take into account the revised versions of the ISO standards on metadata.

Organisational set-up:

  • Form a MIG sub-group based on pool of experts to define whether/how the TG need to be updated, e.g. to improve metadata quality and/or to facilitate metadata creation.
  • There is a link to MIWP-16.

Outcomes:

Updated metadata TG (if deemed appropriate)

Status 2014-09-04:
  • A number of issues to be considered for a TG update and the terms of reference for a temporary MIG sub-group have been developed (#2202).
  • The work of the sub-group is planned to start in October 2014.
  • This task will be documented on the Metadata wiki and issue tracker

  • Progress since the last meeting:
    • mainly discussions on how to handle SDS and the alternative solutions for this. We have now two alternatives that can be accepted.
    • A discussion document is sent out on this, which will be discussed separately.
  • Tasks/deliverables planned for the next month(s):
    • All issues for the first release (except for metadata for SDS) to be included into a draft (by 7 May).

    • We have now an acceptance for moving on with an alternative solution for implementing other Spatial Data Services.
      this is now updated into our draft document.
    • We have now all issues inserted into the draft.

    • We will have a draft 0.3 published for discussion during next weeks.
    • We wil try to have a physical meeting in July.

    • Have the below issues been discussed in MIG-t ?
      • There are also some open issues on how changes in TG Metadata will have influence on other documents that have been raised.  
      • If current changes will be accepted and published that means current data-specifications must be revised regarding the 6 Interoperability elements and also regarding the references to ISO 19157
    • We only have a limited number of members in group that is active so we plan to go out to wider group outside the MIWP-8 for comments on some issues like for coupled resources and Conditions for Access and Use.

Progress since the last meeting:

  • There is now a draft 0.3 available
  • We have decided to create accompanying document, by mid july, with reading instructions that explains the updates done
    This will be a summary of the dicussions done on wiki and in tickets.
  • Tasks/deliverables planned for the next month(s):
    • Document with reading instructions together with the current draft will be sent to MIG-t members in mid July to
      get a wider feedback on the draft.
    • We will have a physical meeting in beginning of September

    • The update of TG Metadata will be delayed if to many members wait with reading draft until final draft are published.
    • We want more feedback already now.

Progress since the last meeting:

  • There is now a draft 0.4 available
  • A Reading guideline have been produced explaining the updates done in draft.
  • The Reading guideline also includes three questions where the MIWP-8-group have alternative approaches where  feedback from MIG-t are requested.
  • Last day for sending feedback on Draft 0.4 is August 31st
  • A substantial number of comments / improvements on the draft 0.4 have been updated on the WIKI.

Tasks/deliverables planned for the next month(s):

  • Physical meeting will be held in Sweden (Malmoe) September 1st-2nd
  • On this meeting we will work through all comments on draft 0.4 and update the document to a final draft.
  • Also updates in the TG regarding requirements so separation of IR and TR requirements are better handled.  This will simplify managing ATS for metadata.
    This is a suggestion coming from MIWP-5

Overall status:

Risks or issues for discussion in the MIG-T:

  • We still lack feedback from many members in MIG-t.  Late comments that suggests pervasive changes in document will be harder to manage if further delays should be avoided.
  • Documentation regarding the mandatory elements for Other Spatial Data Services will not be available in time for member states. The current draft indicates how implementation should be done but details are still to be finalized.
  • There are some different opinions on to what extent the MIWP-8 can/should suggest changes of existing elements.
    - Some suggests we should create best possible technical implementation with no limitations related to existing metadata.
    - Others that we should only add new elements and not touch existing elements.

Progress since the last meeting:

  • A physical meeting have been held in Malmö, Sweden with 12 participants
  • Based on the questionary sent to MIG-t members some future directions are now clear (eg for Conditions Applying to Access and Use, Coupled Resources)
  • Decision have been made to contract an editor to complete the work done in group.

Tasks/deliverables planned for the next month(s):

  • Updates of metadata in TG SDS with latest changes from work in MIWP-8
  • Work through the requirements to be able to map them easier to IR Metadata or ISO 19115

Progress since the last meeting:

  • The contracted editor has started work on the updated TG version based on the input of the MIWP-8 sub-group (v0.5.5 - Technical Guidelines Metadata draft 0.5)
  • The proposed structure for the updated TG is based on
    • 1st level: conformance classes by IR (MD IR, ISDSS IR) and specification target (data set+data set series vs. spatial data services)
    • 2nd level: sections in ISO 19139 (Direct properties of MD_Metadata element, Identification info section, Distribution info section, Data quality info section, ...)
    • 3rd level: INSPIRE MD elements

  • Draft TG for MIWP-8 review, incl. conformance classes (CCs) 1+3 (MD IR for data set+data set series and spatial data services) and complete structure: 29 February
  • MIWP-8 review on structure and TG requirements approach: 7 March

  • MIWP-8 Comment resolution telecon: TBD (between 16-23 March)

  • Critical open issues from the the MIG-T review were discussed in a comment resolution workshop on 7+8 July
