Status 2014-09-04:
  • On 13 August 2014, the call for facilitators of the proposed thematic clusters was published, which will be open until 19 September.
  • A kick-off meeting of the selected facilitators is planned for mid-October.
  • The JRC is currently setting up the technical platform for the discussion forums.

Status 2015-27-04:

Overall staus is good the platfroms are more an more used for the thematic discussions on implementation of INSPIRE.  

  • Currently 412 registered members
  • On 9.-10.3. 2015 INSPIRE thematic clusters had 2nd face to face meeting (together with MIG-T)   
  • Terms of Reference for MIG temporary subgroup on Thematic clusters were finalised (endorsment expected during the MIG-T online meeting 30.4.)
  • The facilitators reports on the 1st phase to be submited to JRC by 13.5. 2015
  • Second phase to be contracted for (June-December)
  • INSPIRE conference - milestone in promotion of the INSPIRE Thematic clusters activities in several ways (all facilitators invited to participate).

Status 2015-29-07:

Overall staus is good the platfroms are more an more used for the thematic discussions on implementation of INSPIRE.  

  • Currently 501 registered members almost 500 discussion topics
  • Recently published news about the use of INSPIRE Thematic clusters collaboration platfrom (e.g. http://inspire.ec.europa.eu/index.cfm/newsid/11882)
  • The composition of the MIG-T subgroup on thematic cluster has been set up and the first face to face meeting will take place in Rome 30.11.-1.12. - before there will be several teleconferences (starting from September) 
  • The second phase contracts (till the end of the year 2015) with facilitators almost ready to be signed.
  • Several new features (gadgets) on the platforms as a response to the facilitators techical porposals (e.g. sharing of discussions between subgroups and a group)
  • The first proposals for modification, addition, clarification of the TGs are being proposed and will be registered and accessible in one place on the MIG-T collaboratibve platform.

Status 2015-24-09:

Overall staus is good the platforms are more an more used for the thematic discussions on implementation of INSPIRE.  Currently 530 registered members over 500 discussion topics

Here is the summary and list of agreements from the last Teleconference:

  1. New Earth Science cluster facilitator for the next phase II will be Mrs. Amelia BAPTIE  from the British Geological Survey (representing also EuroGeoSurveys community).  Tim Duffy will stay as a facilitator of the subgroup – geology (thanks Tim for your work so far)

  2. The new category called: Recommended implementation examples will be created and all facilitators are tasked to evaluate the current content and assign this category to the recommended activities (on-line services, good explanation of the real use of INSPIRE etc.. ) (deadline is the next teleconference – end of September

  3. Check the proposal by Jordi (https://themes.jrc.ec.europa.eu/discussion/view/37871/documenting-proposals-for-mig-t-miwp-14) for the documentation of the change proposals – JRC by mid of September

  4. All proposals have to be registered in the MIG collaborative (issue tracker) system utilizing the Corrigenda category and the file that the proposal is linked to (e.g. Technical Guidelines – xy) - https://ies-svn.jrc.ec.europa.eu/projects/mig-inspire/issues?query_id=30

  5. The deadline for submitting proposals is the end of October.

  6. The access rights for facilitators will be added to the MIG platform (if relevant)

  7. In the attachment are the following documents:

    1. List of provided thematic contacts from MSs

    2. Presentation of PWC about the missing item documentation

    3. XLS - proposal for metadata about to be provided for each missing item

  8. The next face to face meeting in Rome 30.11-1.2. was discussed and clarified the program – 3 days and nights will be reimbursed.

  9. The issue of provision of data according to multiple data themes was discussed and will be also reported to MIG-T (common sense approach was recommended as well as any community agreement is preferred).

  10. New contracts have been distributed and are expected back in JRC signed. (exception  is the contract with BGS representing EGS – should be administrated soon).

  11. Next conference will be organized on 1.10. 2015 from 10-12.00 together with the MIG-T selected liaisons.

Progress since the last meeting:

The collected and evaluated change proposals where updated based on the MIG-T face to face meeting in Rome (December 2015) (Facilitators + INSPIRE CT).

The proposal was extended by 23 additional consistency errors found by Benoit David (Ministry of Environment, France; former Member of MIG-T.) - http://docinspire.eu/.

Currently the 1st MIWP14 - change proposal covers 70 changes that affect all types of INSPIRE legal and technical documentation (IR, TG, UML, XML schemas, code lists etc.) and is being finalised by the INSPIRE CT members.

Behind schedule with the Change proposal due to: the extension of the proposal; better clarification of each change proposal; verification of what type of INSPIRE documentation is affected

Progress since the last meeting:

Finally, the 3rd phase of the EC (JRC) support to the selected facilitators of the INSPIRE Thematic Clusters platform started from 1.7.2016. (the majority of new contarcts have been signed, the rest is in the process)

There heve been two personal changes in the composition of the facilitator group: Brian MacSharry (Biodiversity and Area Management Cluster) and Alessandro Sarretta (Observations & Measurements, Environmental Monitoring Facilities Cluster) have been substituted by Stefania Morrone (Italy) and Katharina SCHLEIDT (Austria).

The platform has been successfully used by the wide community of INSPIRE implementers by sharing the discovered issues, discussions and taken approach, good practices, events etc..

The INSPIRE Thematic Cluster activity will be widely presented during the upcoming INSPRE conference.

Overall status: 

The process of signing the new contracts with all facilitators, discussion whether to support or not the TC activity, took longer than expected. The platfrom activity needs to get more active. Hopefully the upcomin INSPIRE conference (end of September) where this community collaboration paltfrom (INSPIRE TC) will be promoted during various occassions, will help to increase the platfrom activity.

Find the way how to inform stakeholders about Change proposals, once agreed by MIG-P, related to the INSPIRE technical documnation that originated in the INSPIRE TC discussions.

Progress

1) the TC Facilitator's Reports have been approved and the reimbursement can be sent to JRC
2) The JRC will prepare a compiled summary of issues, recommendations, suggestions provided by facilitators to be distributed to various INSPIRE groups as well as it will be the base for the discussion during the next MIWP 14 Teleconference  21.3. 2013 
3) The evaluation of the offers for the Earth Science facilitator received is on-going and hopefully the result will be known soon.
4) Activity status reports:
  1. TC Biodiversity: new dedicated pages, relatively good activity, CDDA INSPIRE PS extended schema, Stefania is  involved in the EU Registry on Industrial sites pilot.   Question about the synchronizations of the chnages agreed in the corrigenda (updates of the schemas, UML models, code lists etc.)
  2.  TC O&M: Proposal for publishing good SOS / O&M services from other global initiatives /projects. The compilation of the bugs related to the use of GeoServer will be published and share.
  3.  TC Elevation/Orthoimagery: Discussion on OGC/INSPIRE alignments regarding the use of WCS. Possibility to develop a generic multilingual training sessions on the use of coverages. The discussion regarding the best EU Geographical GRID to be used e.g. Copernicus data/services
  4. TC Marine and atmospheric: low on activity - need for responses / reference implementation. The issue of duality of INSPIRE data sets still needs to be clarified.  Several political/ governance questions remind  E.g. better involvement of e.g. EMODNET community.  = New update framework doc on the use of O&Min INSPIRE was published (http://inspire.ec.europa.eu/news/new-inspire-technical-guidance-published-metadata-coverage-and-observation-data)http://inspire.ec.europa.eu/news/new-inspire-technical-guidance-published-metadata-coverage-and-observation-data including a reference implementation by 52 North.  
  5. TC Topographic cluster:  
    •     New discussion topics emerged beginning of the year
    •     Again, there is a request to publish the extended schemas for BU
    •      I’m collecting implementation examples from Cyprus, Iceland and Germany (TN-Rail, TN-Water). In March I’m planning to participate in a meeting of the coordination group on German roads (TN-Roads). This is an opportunity to promote the clusters.
    •      The German SDI coordination office has promoted the thematic clusters in a websession. There was a discussion how Germany is or can get more actively involved.  
  6. TC Land use and land cover: 
    • low activity in January and February
    • I have provided examples of WMS and WFS containing LC data by collecting available links to one page
    • I have provided links relevant INSPIRE Conference 2016 presentations, through updating an existing page
    • In February, a new question on how to provide LU raster data. Answers have been provided by the LCLU cluster members. 
    • Regarding the INSPIRE KEN workshop on Land Cover and Land Use. It has been postponed to autumn to better fit the calendar of EEA. (FYI: Instead, their plan is to arrange a workshop on the topic INSPIRE extensions this spring, if they have the time to put the arrangements in place, so it's not 100% sure yet.)
  7. TC Utilities: Angel welcomed the Utility related pilot "EU Registry of industrial sites" (DG ENV, EEA, JRC) and is ready to involved TC members in commenting (Robert - the public consultation will be open soon end of February)  
  8. TC Statistics: ​
  • activity still a bit low in Dec 2016 – Feb 2017,
  • there are some new developments in the Table Joining Services project (automated generation of INSPIRE PD data), will investigate and hope for some content to be produced in the near future (the whole project concludes at the end of the year),
  • also, in my office I’m leading a project on linked open data and will be investigating INSPIRE related aspects such as the GeoDCAT application profile,
  • in the scope of said project I plan to cooperate with the Finnish Statistical Office in spring – they are currently working on URIs for their statistical data that will be both INSPIRE compliant and feasible for dissemination as open data. Hope some of their findings will also produce some content.
5) The INSPIRE knowledge base HelpDesk system was shortly highlighted and discussed.
6) The next MIG-T Face to face meeting in Ghent 28-29.3. will be without facilitators, but the TC activity will be presented by JRC (Robert) + MIG-T Liaisons.  
 
Next teleconference 21.3. 2017 - wider together with MIG-T liaisons

The Joint MIG-T liaisons /Facilitators Teleconference held on 2/5 2017
 

a) TC Activity reports (e.g. Biodiversity TC - very active with good discussions e.g. Iuri Maxim's technical responses related to the use of web services, naming of WMS layers, CDDA 2018 reporting webinar (EIONET) - soon the link will be added and short summary with INSPIRE PS implications (e.g. use of the INSPIRE localId for ID of the protective sites)

b) updated list of GeoSERVER bugs + new list of bugs with using of deegree to be shortly published (Kathi, Stefania)

c) Proposals for common activities during the INSPIRE conference (e.g. WS Copernicus services and INSPIRE (Climate chnage, Emergency managment service etc..) - the deadline for ideas from facilitators 12/5/2015

d) The evaluation of the integration/better use of the TC user platform/activities with INSPIRE in Practice is on-going the first set of suggestions were discussed (list of tools - better sorting, reference implemenattion - ideally one per each INSPIRE theme etc..) - the deadline for the facilirttators input 5/5 2017

 

Tasks for the upcoming month(s)

  • Solved the issue with a missing Earth science facilitator (the current Amelia Baptie - in stand by mode - without a contract due to the administrative issues. 
  • Find the MIG-T liaison for the TC on Utilities
  • Conclude and execute selected tasks towards better intergration of the TC/INSPIRE in practice platforms/activities
  • Harmonise and agree on the TC presence during the INSPIRE conference

Overall status

  • as planned (more activity in TCs related to Annex I themes compare to others).

Risks or issues for discussion in the MIG-T

  • Solve or find a new facilitator of the Earth science TC. 
  • Find a MIG-T liaison for the TC on Utilities
