Description

Issue:

  • Spatial data required for management of the environmental acquis are in most cases leading to reporting performed by public authorities according to agreed roadmap and reporting cycles. This data is under the scope of INSPIRE implementation, as well as the necessary services to share it and corresponding metadata.

  • To save time and resources, keeping the coherence of the infrastructure, the INSPIRE implementation should take the requirements of those reporting cycles into account when planning the National implementation strategy, coordinating with the National authorities in charge of implementing the thematic legislation.

  • Have a clear view of who (which organisation) is doing what (monitoring program, status of environment or reporting measures for each policy), and to include them into the INSPIRE implementation actions, with a clear governance picture, making then the data and services known through the EU geoportal (and the National one).

    This accelerates the implementation and the benefits of INSPIRE, avoiding duplication of work by reusing the data, lowering the burden of public administration

  • To include the identified data sets necessary for statutory reporting into the INSPIRE M&R (COM Decision) is fundamental.

  • Different approaches for implementing and extending INSPIRE data and services in applications (e.g. for statutory e-reporting)

  • Unclear what "INSPIRE-compliant application" means

Proposed change or action:

  • Coordination between INSPIRE implementation and statutory reporting requirements
  • Share a common roadmap (inside MS, MIG and EC), taking into consideration the statutory reporting cycle and INSPIRE implementation
  • For agreed reporting cycle, identify the necessary actions to get INSPIRE implemented or to use the already implemented interoperability of data and services: organisational and technical like identify/inform about necessary data sets, identifiers, use of registers and registries, guidance for data providers and for users
  • To revise the identification of data sets and organisations relevant for INSPIRE implementation and therefore for M&R.
  • To involve the relevant MIG-T subgroups when necessary for specific technical discussions and/or solutions
  • Develop an approach (and tool?) for sharing INSPIRE extensions
  • Feed back experiences from application development into implementation and maintenance of INSPIRE data and services, including EU geoportal and M&R

Organisational set-up:

  • JRC, relevant policy DGs (mainly DG ENV), EEA are setting up pilot projects with interested stakeholders in Member States for INSPIRE-based applications (including for e-reporting). In particular, pilots are currently going on or planned in the following areas:
    • Marine
    • WISE
    • Seveso / industrial emissions
    • Air quality
  • The MIG can interact with / contribute to these pilots by
    • providing feedback on pilot deliverables, in particular to ensure that the approach taken in a pilot is consistent with the INSPIRE obligations and to identify possible inconsistencies with INSPIRE TGs and IRs
    • supporting the identification of relevant experts & stakeholder organisations
    • disseminating results of pilot projects and supporting coordination at the national level
    • inform, launch discussions and disseminating results of pilot projects in the thematic clusters
    • supporting the coordination between INSPIRE and thematic Commission Expert Groups
  • At the same time, the MIG should regularly inform about other developments of pilots or applications in Member States, thematic communities or research projects.

Outcomes:

  • Use of INSPIRE infrastructure, aceleration of its harmonised implementation and benefits.
  • Recommendations and best practices for using INSPIRE for specific common applications
  • INSPIRE extension, e.g. extended application schemas, extended network services, used by thematic communities in charge of the environmental acquis.
  • Re-usable tools and schemas
  • Feedback to implementation and maintenance of INSPIRE data and services
  • Approach (and possibly tools) for sharing INSPIRE extensions

Possible funding:

  • JRC/DG ENV/EEA institutional / competitive budget
  • In-kind contributions (MIG, MS)

Status 2014-09-04:
  • There are not yet any formal MIG activities for this task.
  • Ongoing and planned pilots will be presented to the MIG-P meeting on 15 September in Brussels under the agenda point: INSPIRE and statutory reporting under the environmental acquis.

Progress

The Workshop INSPIRE MIG-P/MSCPs and Reporting under environmental acquis was held the 27-28 January 2015 in Ispra. The final minutes are uploaded, together with the slides used for presentations https://ies-svn.jrc.ec.europa.eu/projects/mig-p/wiki/E-reporting-ws

The implementation of the agreed actions are under preparation. A communication with more information will follow.

The ToR for MIWP-21 are under preparation and soon will be submitted for discussion.
