Description

Issue:

The current TG for download services are based on WFS 2.0 for direct access download services. This option may be inappropriate for direct download services for observation data.

Proposed change or action:

Investigate need and feasibility of extending the TG with Direct access services based on the SOS (Sensor Observation Service (SOS) standard.

Organisational set-up:

  • The ARE3NA ISA action is launching a study on a SOS-based direct access download service, which will
    • make recommendations for updating the Download service TG for observation data
    • test the feasibility through a prototype implementation
  • A temporary MIG sub-group will be formed that should address the following tasks:
    • Develop a project plan including deliveries in line with the specified timeframe.
    • Review the proposal for the update of the technical Guidance for INSPIRE download services to include SOS, provided by the ARE3NA INSPIRE/SOS study.
    • Establish a web space and maintain an issue tracker for questions, related to the establishment of INSPIRE download services for observation data.
    • Maintain and extend the results of the INSPIRE/SOS study.
    • Propose and coordinate with the MIG update of the Technical Guidance document for INSPIRE download services.
    • If necessary, propose and coordinate with the MIG update of the Technical Guidance document for observations and measurements (D2.9).
    • Test the proposed approach with data from different Member states and different clients (web and desktop).

Outcomes:

  • Updated TG document for INSPIRE download services, including sections on download services for observations
  • Updated TG document for observations and measurements (D2.9) (if required)

Possible funding:

  • ARE3NA (SOS study)
  • MS funding

  • Progress since the last meeting:
    • The MIWP-7a sub-group is currently progressing in accordance with the work plan with identifying use cases of O&M and SOS across Europe. Those are being documented in accordance with an agreed template and will be provided through the sub-group wiki. The overall idea is that the use cases will be further used in order to update the TG for Download services, and most of all the D2.9 Guidance document (on the use of SWE standards in INSPIRE).
  • Tasks/deliverables planned for the next month(s):
    • Use cases of O&M and SOS.
    • All results of the work of the sub-group being made available through the wiki
    • Face to face meeting is agreed to take place in Lisbon as part of INSPIRE/GWF (date tbd)
  • Overall status:  on schedule
    • MIWP-7a is progressing in accordance with the work plan. A first round of comments on the TG of concern are already done, and those need to be consolidated. Participants in the sub-group are actively contributing to the overall progress, and currently no major issues are observed. The number of participants is gradually growing.
  • Risks or issues for discussion in the MIG-T:
    • A common release plan is needed for all relevant guidance documents. The coordination with the newly established MIWP-7b (WCS sub-group) is essential, as the two activities are highly relevant to each other.
    • The TG documents are constantly growing, which would potentially create difficulties for the readers. Furthermore if the TG comments on technology which is quickly becoming old the means for updating (i.e. removing irrelevant parts) would probably have to be identified.

A) Consultancies in support of the sub-groupare ongoing:

  1. Editorial work for D2.9 and TG for Download services
  2. Extension of an open source solution to support Specialized observation types as specified in D2.9

B) Split of TG for INSPIRE Download Services into solution (e.g. WFS, SOS, etc) specific documents

C) Meeting took place on 26/27 January to diescuss the progress being made, and the way ahead.

Tasks/deliverables planned for the next month(s):

  • Activities within the two assugnments are on track. Progress is being made, as follows:
  1. TG Editor - open issues raised on 26/27 Jan. Frst version of updated TG for download servcies is in process of being prepared
  2. SOS implementation serving specialised observation types almost finalised; Example datasets in progress of being implemented. Data already chosen.

C) Virtual teleconference took place in the reporting period to discuss the update of D2.9 and Download Services specifications.

    • Teleconference is scheduled for the end of February 2016.
    • Check for harvesting of SOS services with the INSPIRE geoportal

  • v1.0 of the Technical Guidance for implementing download services using the OGC Sensor Observation Service and ISO 19143 Filter Encoding has been endorsed by the MIG in its meeting on 30/11-1/12, pending a scrutiny reserve from France and published at http://inspire.ec.europa.eu/id/document/tg/download-sos/1.0
