How to manage the transition from a Sites of Community Importance (SCI) designation type to a Special Areas of Conservation (SACs) designation type

Finland has posed a question of how to mange the transition of a Natura 2000 site from a Sites of Community Importance (SCI) designation type to a Special Areas of Conservation (SACs) designation type. Once a site is listed on the Union List by the Commision it becomes an SCI, within 6 years Member States have an obligation to designate them as a SAC In this case the geometry remains the same, the name remains the same but the designation changes. Should there be an option to add an addiitonal legal date; original date & final date?
