This is not about the validation really, but about whether it’s allowed for the schemaLocation to point to an URL which is not pointing to the official schema repository. The validators will cache the schema files and/or use local copies of them anyway, regardless of the schemaLocation hint in the validated documents. The current footnote requires an identical copy, but allows a different schema file location.
