Description

At the 38th MIG-T meeting in Ghent, it was agreed to work on a common approach for identifying open data sets and describing licences in metadata.

As a first step, MIG-T members are invited to document their current approaches for identifying open data in their national discovery services, as well as other types of "tagging" to identify other categories of data in the metadata.

Please share your national practices as comments to this issue, using the following template:

  • Category of data identified: Open data | Priority data set | ...
  • Metadata element used (use INSPIRE name or ISO xPath if possible): 3. Keyword | 8.2 Limitations on public access
  • Controlled vocabularies or conventions used: Describe if there are any guidelines or agreed vocabularies for filling the metadata

  • Category of data identified: Open data
  • Metadata element used (use INSPIRE name or ISO xPath if possible): 8.2 Limitations on public access
  • Controlled vocabularies or conventions used: For open data, enter the string "http://opendata.gov.cz/definition/opendata" which leads to Czech open data sites, specifically to the page with the definition of open data from the Czech legislation.
  • Comments:
    • Unfortunately, the pages are only available in Czech.
    • We would like to add to the page that additional licenses may apply to open data, and that the data tag itself as open data is not a license.
    • The string "http://opendata.gov.cz/definition/opendata" is used to filter records in the metadata catalogue.

In our catalog we use a Swedish keyword for Open Data.

We have a Tesaurus called Intiativ, one of the Initiativs is Open Data.

Each publishing organisation is setting Initiativ when publishing. Then it is possible to sort them out.

I tried to structure your feedback according to the template:

  • Metadata element used (use INSPIRE name or ISO xPath if possible): 3. Keywords
  • Controlled vocabularies or conventions used: For open data, use the "Open Data" (in Swedish) keyword from the Intiativ thesaurus.
  • Comments:
    • Each publishing organisation is setting Initiativ when publishing. Then it is possible to sort them out.

Are there any other intitiatives (categories) in that thesaurus that could be interesting for us to discuss here? And could you share the precise "keyword" and link to the thesaurus?

Estonia

  • Category of data identified: We use Estonian keyword „avaandmed“ for Open Data. Using this keyword is free at the moment, not mandatory. Therefore, all data owners do not use this keyword.
  • Metadata element used (use INSPIRE name or ISO xPath if possible): 3. Keyword is usually used.

Hungary:

There is no general law concerning Open Data on national level in Hungary and there are no terms for open geodata. The study about open data policy ("White paper about the national data policy") is under governmental acceptance.

Iceland

At the National Land Survey of Iceland the open data is identified within the law for the institute. A open data policy is to be found by the government.

  • Controlled vocabularies or conventions used: We do not yet have Keyword for open data within our written metadata in the National Geoportal https://gatt.lmi.is.  While writing the metadata, the data provider has to write a path to the document with the conditions for use of open geodata into the metadata written. There are different conditions between institutes. For the national Land Survey of Iceland the use of metadata as well as the data it self does not have limitations but follows the constrains based on UK open geovernment licencing http://www.lmi.is/wp-content/uploads/2013/10/License-for-use-of-free-NLSI-data-General-Terms.pdf

From Bulgaria:

At present there is no approved common identifier to filter open data or priority data sets in Bulgarian INSPIRE metadata.

As a common approach for identifying the open data sets in INSPIRE metadata, we support the idea homogenous identifier to be placed in "Constraints" tab, 8.2 "Limitations on public access" menu of the Metadata Editor on the European Inspire Portal.

According to our colleagues, responsible for the creation and maintenance of discovery service functionality on the National Spatial Data Portal, there is no need to change this service if such kind of identifier will be added.
