I have stumbled upon the metadata document with fileIdentifier fr-000076351-plu20160711
(FR) - Plan Local d'Urbanisme du Havre
It contains an unexpected metadata date: 0001-01-01
|Service SIGU et Topographie - Commune du Havre
|Point Of Contact: Service Urbanisme - Commune du Havre
Do you think you could have them fix it?

Thank you to have warned us about that strange element.
I have to say that, as a principle, we consider that the French State is not responsible for the implementation of data producers, especially for individual implementation.
However, in this specific case, I took a look as it is one French policy my office is following (urban planning dataset).
Unfortunately, if I am right, this Datestamp is not mandatory in ISO nor in INSPIRE. We cannot engage an action for this type of remark.
