I have stumbled upon the metadata document with fileIdentifier fr-000076351-plu20160711

It contains an unexpected metadata date: 0001-01-01

Dear Angelo,

Thank you to have warned us about that strange element.

I have to say that, as a principle, we consider that the French State is not responsible for the implementation of data producers, especially for individual implementation.
However, in this specific case, I took a look as it is one French policy my office is following (urban planning dataset).

Unfortunately, if I am right, this Datestamp is not mandatory in ISO nor in INSPIRE. We cannot engage an action for this type of remark.

Actually, the Metadata Date is mandatory in INSPIRE and you have to use dateStamp:
