CY: INSPIRE Validator2 response

I use the inspire validator2 to validate our INSPIRE Services and I noticed that it gives me a different report after running the validation 2-3 times (with a couple of minutes difference) for a specific Service.
I have tried to validate
I have noticed that without any changes in the serivces, the result shown for Average Degree of Conformity for Metadata sometimes shows 100% and some others less. Same happens with Average Degree of interoperability of INSPIRE resources. The percentage shown is not always the same.
Why is this happening? Does the service response or the internet connection (on both sites) have an effect on this?

some tests surely depend on the online availability and performance of the Network Services.
I would need the URLs of the validation reports.

I am trying to validate the below and validator is taking too long to proceed with the result
The above url is the metadata record for the Elevation Download Service. The link is accessible and works fine but, as the below report shows, the validator is taking too long to proceed with the result.
Is validator affected by internet traffic?

Thank you Angelo for your feedback.
We have made all the relevant changes and improvements on all Cadastral Parcels. The only issue we found remaining is related to the Download Service and the Stored Queries. We suspect a software issue for this, so we have contacted ESRI, and waiting for their reply.
