[BE - Metawal] - RESOURCE_PREVIEW_IMAGE_IS_AVAILABLE

I create a new post regarding the too well know « RESOURCE_PREVIEW_IMAGE_IS_AVAILABLE » issue that means the Dataset - View service linkage is not working probably because we have an error in the definition of some layers in the GetCapabilities of the service.
Let’s start from the Dataset MD in the Resource Browser:
- Theme= SOIL / MS=BE / URI = 530b194d-5f66-482f-b536-22db24249f9
→ INSPIRE Metatada → GetMap

Click to Get View Service Metadata Response parameters. The View service Metadata has a « children interoperability » issue that certainly comes from the Resource Previezw issue,
12 layers are defined in the GetCapabilities of the SOIL view service. When I inspect the layers one by one from http://inspire-geoportal.ec.europa.eu/sandbox/resources/INSPIRE-f5201eb0-2404-11e5-8130-52540004b857_20190521-091654/services/1/PullResults/161-180/services/4/resourceReport/)
I can see that
- LAYERS #1 to #8 are full conform and interoperable (only a problem on the URI, solved from our side)
- LAYERS #9 to #12 have the GetMap request issue (did not respond within 5000ms)
I red many posts (i.e https://ies-svn.jrc.ec.europa.eu/issues/3595 / https://ies-svn.jrc.ec.europa.eu/issues/3322) but I didn’t find the solution to make the correction. I suspect a problem in the definition of layers but I can’t identify it. Before to go further, is it possible for you to check the resources mentioned above and give us some advice to make adjustement.

from what I can see, the interoperability score for the layers is only influenced by the timeout issues.
The INSPIRE Geoportal blindly applies the 5 seconds threshold but it does not weigh that with respect to the image size:
For a 470 Kilobytes image (e.g. 800 × 600 pixels with a colour depth of 8 bits), the response time for sending the initial response to a Get Map Request to a view service shall be maximum 5 seconds in normal situation.
That I can improve.
The other issue is a known limitation but does not affect the interoperability score:
