Decreasing number of downloadable data sets

Dear support team
We have experienced the same decreasing of our downloadable data set as the Austrian colleague reported in "Support #3685".
We have not implemented changes in the download services and we cannot understand why these not are recognized by the Geoportal anymore.
Our data set available through atom feed in a protected ftp-server is no longer recognized as downloadable despite the link to the data set is visible in the Download Section...
So please: What logic has been recently changed in the Geoportal? I have (of course) used the linkage checker tool and it is green in all test except "A Download link has been determined" and the evaluation report say: "The INSPIRE Geoportal could find a linked Data Set in the Download Service but was unable to build a download link (DOWNLOAD_LINK_HAS_BEEN_DETERMINED)"
Our question (and frustration) is as you can see the exact same as our Austrian colleague (Support #3685).

I was asked to have the INSPIRE Geoportal check that the download links are actually working in order to avoid that INSPIRE Geoportal users are presented download links that do not work.
Robert Tomas told me this will be discussed in Prague.
