CZ: Massive decrease of downloadable data sets

Dear support team,

We´ve experienced the same problem as described in #3685 and #3685. We havn´t changed anything in our services for last few weeks and we have descrease of downloadable data sets from 38 to 0 and viewable from 93 to 69.

Angelo wrote in this comment: that the INSPIRE Geoportal now checks that the download links are actually working. 
I´ve checked some of our download services and they are actually working, so I would like to know how does this new control works, that we ended up at zero.

In this comment: Angelo wrote, that this will be dicsussed in Prague. Does it mean, that we cannot publish new harvest results for the next month?

I am very frustrated that you´ve decided for this huge change without letting us know in advance and in the time when we and our data providers are trying hard to increase the number of services before the monitoring date.

I hope we will solve this before the meeting in Prague, because now we are stuck.
