Data set is not counted as downloadable but download links are available

Dear support team,
I would like to ask you for clarification of the situation described in the example bellow.
The data set CORINE Land Cover 2018 databáze České republiky (CLC18_CZ) has Download links available in Geoportal (see: https://inspire-geoportal.ec.europa.eu/sandbox/download_details.html?view=downloadDetails&resourceId=%2FINSPIRE-16542303-763e-11e4-8b38-52540004b857_20191010-183056%2Fservices%2F1%2FPullResults%2F251-260%2Fdatasets%2F7&expandedSection=metadata ), but it is not count as Downloadable in the list of data sets (see: https://inspire-geoportal.ec.europa.eu/sandbox/results.html?country=cz&view=details&theme=none)
In our harvesting results published at the end of August this data set was counted as downloadable (see: https://inspire-geoportal.ec.europa.eu/results.html?country=cz&view=details&theme=all).
Is it a bug of the harvest or how I could fix it if it´s a bug on our site?
And would it be possible to get the information what exactly is now tested during the harvest - considering the download services?
I would realy appreciate this information and it would help me a lot to analyze and improve our current harvesting results.
