How to use this document

This document is part of a suite of specifications concerning the alignment of INSPIRE metadata with the DCAT Application Profile for Data Portals in Europe (DCAT-AP).

The INSPIRE+DCAT-AP suite currently includes the following specifications:


Introduction

This document defines the core version of the INSPIRE metadata profile of DCAT-AP (INSPIRE+DCAT-AP Core), which is meant to enable the harvesting and re-use of INSPIRE metadata records through DCAT-AP-conformant applications and services, including data portals and APIs.

For this reason, INSPIRE+DCAT-AP Core defines alignments only for the subset of INSPIRE metadata elements that can be mapped to the ones included in DCAT-AP.

The alignments for INSPIRE metadata elements not included in INSPIRE+DCAT-AP Core are defined in the extended version of the INSPIRE metadata profile of DCAT-AP (INSPIRE+DCAT-AP Extended), whose specification are available in a separate document:

INSPIRE+DCAT-AP Core: Characteristics

INSPIRE+DCAT-AP Core does not include the following INSPIRE metadata elements:

  • Metadata point of contact
  • Metadata date
  • Metadata language
  • Spatial resolution
  • Limitations on public access
  • Topic category
  • Lineage
  • Coordinate reference system
  • Temporal reference system
  • Character encoding
  • Spatial representation type
  • Data quality - logical consistency - topological consistency
  • Spatial data service type
  • Spatial data service category

Moreover, only a partial mapping is defined for the following elements:

  • Conformity (only degree of conformity conformant is supported)
  • Responsible organisation (only responsible party roles publisher and point of contact are supported)

Finally, INSPIRE+DCAT-AP includes the following compound alignments (i.e., many-to-one mappings):

  • The INSPIRE resource types spatial data set and spatial data series are mapped to the same DCAT-AP term (dcat:Dataset)
  • All types of INSPIRE spatial data services are mapped to the same DCAT-AP term (dcat:Catalog)

Reference code lists for metadata elements

For a number of INSPIRE metadata elements, this document proposes the use of URI code list registers. These registers include:

  • Code lists defined in the INSPIRE Metadata Regulation [INSPIRE-MD-REG], and made available through the URI registers operated by the INSPIRE Registry [INSPIRE-REGISTRY].
  • URI registers operated by the Publications Office of the EU, whose use is recommended in DCAT-AP.

In the following table, column “Reference” specifies the part and section of the Annex to [INSPIRE-MD-REG] where such elements are defined. The two only exceptions concern metadata elements “Keyword denoting one of the INSPIRE spatial data themes” and “Encoding”, which are defined in [INSPIRE-D&S-REG].

As a rule, the domain of the proposed mappings is either dcat:Dataset (when the element is used for datasets and series) or dcat:Catalog (when the element is used for services). However, “starred” elements – i.e., elements whose name is preceded by an asterisk (“*”) – are those having as domain either dcat:Distribution (when the element is used for datasets and series) or dcat:Catalog (when the element is used for services).
