Please find attached

  1. the release candidates for a new Technical Guidance document for download services based on the OGC Sensor Observation Service (SOS) 2.0 standard,
  2. the release candidates for an updated version of the Guidelines for the use of Observations & Measurements and Sensor Web Enablement-related standards in INSPIRE (D2.9)

The documents have been developed by the MIG sub-group MIWP-7a, with support from a contractor (Sylvain Grellet, BRGM). For an overview of the documents, please see the presentation by Sylvain Grellet during the 32nd MIG-T meeting.

As previously discussed, the SOS-based download service TG document has been drafted as a stand-alone TG document complementing the current TG document for download services (that could be split up in separate documents in a similar fashion in the future).

In parallel, in the scope of MIWP-7a, the open source implementation of an SOS-based INSPIRE download service (developed in the ARE3NA ISA action) was extended to support the specialised observation types defined in INSPIRE (by 52North). The work is documented on the 52North wiki. For further information, see the minutes of the 32nd MIG-T meeting.

Please find attached the draft Technical Guidelines & Best Practices for INSPIRE registers and registries, including

  • best practices for setting up registers for INSPIRE, including for extended INSPIRE code lists,
  • technical guidance for sharing national or community registers in the INSPIRE register federation, and
  • guidance for users of the federation’s access point (the "register of registers") on how to search and browse through the registers included in the federation.

The document has been developed by the MIG sub-group MIWP-6. The results of the MIWP-6 work (incl. the register of registers) have been presented during several MIG-T meetings and at the INSPIRE Conference. We will also shortly present the document at the upcoming MIG-T meeting on 25+26 October.

We ask you to review and provide feedback on the proposed document as a comment to this issue by Friday, 28 October 2016.

Please find attached v2.0 release candidate 2 (rc2) of the updated Technical Guidance document for metadata.

The document has been developed by the MIG sub-group MIWP-8 (#2130), with support from a technical editor (Ilkka Rinne, Spatineo). It includes guidance for the requirements for spatial data sets and services from the IRs for metadata (Regulation 1205/2008) and IRs for interoperability of spatial data sets and services (Regulation 1089/2010 incl. its amendments) and is structured into the following requirements classes:

  • Data sets and data set series
    • Baseline metadata for data sets and data set series
    • Interoperability metadata for data sets and data set
  • Spatial Data Services 
    • Baseline metadata for Spatial Data Services
    • Metadata for INSPIRE Network Services
    • Metadata for Invocable Spatial Data Services

Please find attached v1.0 release candidate 1 (rc1) of a new Technical Guidance document for download services based on the OGC Web Coverage Service (WCS) 2.0 standard.

The document has been developed by the MIG sub-group MIWP-7b (#2440), with support from a contractor (James Passmore, BGS). It includes:

  • a mapping from the IR requirements for download service to the operations and parameters supported by the WCS 2.0 standard (section 4.1)
  • detailed guidelines for "pre-defined dataset" download services (the operations required for all download services) (section 5)
  • detailed guidelines for "direct access" download sevices (section 6)
  • detailed guidelines for quality of service requirements (section 7)

As previously discussed, the document has been drafted as a stand-alone TG document complementing the current TG document for download services (that could be split up in separate documents in a similar fashion in the future).

We ask you to review and provide feedback on the proposed TG as a comment to this issue by Friday, 29 April 2016.

2741HighINSPIRE maintenance and implementation work programme (MIWP) 2016-2020Michael Lutz11 Aug 2016 01:59 pm

Dear MIG-T representatives,

please find attached a draft of a renewed INSPIRE Maintenance and Implementation Work Programme (MIWP) for your review and feedback by 25 May.

The results of the INSPIRE evaluation (REFIT) and the implementation report provide a clear picture on the implementation of the INSPIRE Directive at its half-way point. A lot of progress has been made but there is no single country which has fully implemented the Directive to date. At the same time, the most challenging deadlines are still ahead. Further to the orientation debate at the MIG-P in December 2015, it was agreed to translate the direction provided by the MIG-P into a renewed and revised Work Programme for the collaboration between the EU level partners and the Member States, the so-called MIWP.

The attached draft should be developed further over the coming weeks so that it can ultimately be discussed and agreed at the meeting of the permanent policy sub-group of the MIG (MIG-P) in June 2016.

You are invited to:

  • Take note of the document and discuss it at the April face-to-face meeting;
  • Comment in writing by 25 May at the latest; the comments will be compiled in a separate document as opinion of the MIG-T;
  • Mandate the Chair of the MIG-T to present the opinion of the MIG-T on this draft MIWP 2016-2020 to the MIG-P.

Dear MIG-T representatives,

In the attachment you will find a consolidated proposal for changes to the INSPIRE technical documentation and list of inconsistencies found in the Implementing Rules for interoperability of spatial data and services (IR_Inconsistencies_Proposal_Changes_TGs.docx). There is also an additional document (INSPIRE_MIG_Mineral4EU_codelist.xlsx) that is only related to the changes proposed for the Mineral resources code lists.  

The Proposal was prepared by the facilitators of the INSPIRE Thematic clusters, MIWP-14 members, some additional MIG-T members (e.g. Benoit David, FR) and has been consolidated by the INSPIRE EC+EEA team.

As agreed during the MIG-T meeting in Rome we would like to ask you for the completeness / clarity check of the proposal.

Please add comments, additions and further clarifications as a comment below, indicating the number of the issue in the document.

We are expecting country-based responses by 15 April 2016 (COB).

Please find attached proposals for

The discussion paper has been drafted by a small ad-hoc group of MIG-T members. The proposed TG update has been drafted by JRC incorporating the clarifications from the discussion paper and the proposed modifications for handling SDS metadata without requiring an extension to ISO 19115/19119/19139 (as proposed by the MIWP-8 sub-group). The proposed TG update also aims at making the mapping from requirements in the IRs to requirements in the TGs cleaner and more explicit.

According to the MIG workflow (see below), the proposal from the ad-hoc group and MIWP-8 should now be discussed by MIG-T before being proposed to MIG-P for endorsement. To facilitate the discussion (at the upcoming MIG-T meeting in Rome), please upload your comments on the proposal using the attached commenting tables (one per country, please) by 29 November as comments to this issue.
